The Director of Government Contracting and Accounting is a key member who will provide leadership in areas of cost accounting as well as compliance with Government regulations that fall within the Finance department's purview. They will coordinate and collaborate with a variety of departments/areas, including Accounting Operations, Internal Audit, Commercial, Procurement, Billing, Financial Planning and Analysis, Engineering, Legal, and Human Resources.

The ideal candidate has extensive experience in Government accounting and regulations (e.g., FAR, DFARS, CAS, and Uniform Guidance). They are highly motivated, energetic, and experienced individuals who will oversee the development of government submissions, lead or support DCAA/DCMA audits and reviews, ensure policies and procures are in line with federal regulations, and serve as a subject matter expert to the Company. Responsibilities

  • Ensure companywide accounting/financial compliance with CAS and FAR (existing & emerging regulations)
  • Guide implementation of processes and procedures in support of regulatory compliance - tools, process development, training, etc.
  • Primary interface with Defense Contract Audit Agency (DCAA), Defense Contract Management Agency (DCMA) and other government representatives
  • Support various government audits and develop responses to findings: Business Systems, Incurred Costs, Forward Pricing Rates, CAS compliance, etc.
  • Responsible for the preparation and review of required government financial submissions: Direct and Indirect Forward Pricing Rates, Incurred Cost Proposals, Disclosure Statements, Cost Impact Calculations
  • Manage financial close activities relating to cost allocations, overhead rate calculations, evaluation of related financial reserves, and evaluation of forecasts and data points used for revenue recognition
  • Oversee project finance function: earned value management, program forecasting/planning, customer reporting, rate development, reconciliations, system maintenance, etc.
  • Evaluate and lead strategic business structuring, including system implementations, integrations, financial structure, etc.
  • Provide education and promote understanding of government compliance requirements throughout the organization.
  • Evaluate and ensure ERP compliance with government standards
  • Perform time-keeping compliance evaluation and propose/implement enhancements
  • Establish, document, and ensure compliance with revenue recognition methods on government contracts (a measure of progress, variable contract value estimates, etc.)
  • Establish and oversee program forecast process improvement (government & commercial)
  • Monitor and update Direct and Indirect Forward Pricing Rates
  • Work cross-functionally to support the planning and forecasting of indirect rates


Minimum Qualifications

  • Finance/accounting experience with US Federal contracting
  • Extensive knowledge of FAR, Defense Federal Acquisition Regulation Supplement, CAS, DCAA, and DCMA
  • Work experience with or for the DCAA and/or DCMA (or other evidence of in-depth knowledge and understanding of FAR and CAS requirements)
  • Strong oral and written communication skills are necessary, as is the ability to cultivate critical inter- and intra-departmental working relationships, foster an environment of cooperation and trust, and effectively meet deadlines while providing a high level of customer service
  • Ability to prioritize and direct limited resources to the most critical areas and issues
  • Strong operational capability and sense of urgency to drive completion and achievement of annual departmental initiatives
  • Solid understanding of U.S. GAAP, PCAOB, and IIA Standards
  • Solid knowledge of governance, risk management, and compliance program frameworks


Preferred Qualifications

  • BA/BS in Accounting, Finance, or Business and/or MBA or other relevant advanced degree
  • 8 - 10 + years of finance/accounting experience with US Federal contracting
  • Highly motivated self-starter capable of working independently
  • Demonstrated willingness to roll up sleeves to and do the work vs. manage while building out the function
  • Ability to quickly assimilate relevant information in unfamiliar situations, identify issues and root causes

Our target base pay hiring range for this position is $150,000.00 - $225,000.00 per year. Actual base pay is dependent upon a number of factors, including but not limited to, the candidate's geographical location, relevant experience, qualifications, skills and knowledge.
